Nanomaterials are covered by REACH (Registration, Evaluation, Authorisation and Restriction of Chemical substances) and risk assessment should be done on a case by case approach. That’s the core message of the EU commissions’ Communication on the Second Regulatory Review on Nanomaterials” which was published on October 3rd2012.

It describes the Commission’s plans to improve EU law and its application to ensure their safe use and is accompanied by a “Staff Working Paper” on nanomaterial types and uses, including safety aspects, which gives a detailed overview of available information on nanomaterials on the market, including their benefits and risks.

Amongst some EU-sources (ENRHES Report und EU-OSHA) the DaNa knowledge base www.nanoobjects.infohas been the only national source to provide safety information about 13 different nanomaterials for this document.

 

Key conclusions of the Secondary Review

  • Nanomaterials are similar to normal chemicals/substances in that some may be toxic and some may not. Since potential risks are particular to specific nanomaterials and their uses, the materials should be assessed on a case-by-case basis.
  • REACH is the best possible framework for the risk management of nanomaterials, but more specific requirements for nanomaterials are necessary. Modifications to some of the REACH Annexes are required and ECHA is encouraged to further develop guidance for registrations after 2013.
  • To improve the availability of information, the Commission states that it "will create a web platform with references to all relevant information sources, including registries on a national or sector level, where they exist.”
